INQUIRER: the open letter of Agrarian Reform Secretary Virgilio de los Reyes to his department defending himself against a host of issues was met with disdain and rebuttals by a peasant group that is leading calls fro his resignation. The Negros Occidental based Task Force mapalad (TFM) said de los reyes message to DAR community explaining why he was being accused of poor performance was full of empty boasts."de los reyes may already be hallucinating, announcing record accomplishments when, in fact, there is nothing to gloat about," TFM said in a statement.
GMA News: SWS:Aquino rating DIPS but stays at 'very good' level- the latest SWS survey conducted Dec 8 to 11 showed Aquino getting a net satisfaction rating of + 55. While this was DOWN 12 POINTS from the +67 in August, the +55 was still considered "very good". The SWS survey said Aquino's scores FELL in ALL AREAS - socioeconomic, classes and gender
Tribune: Olivares Political persecution form Noy- there went lady gaga again, saying the six month suspension of Cebu Gov. Gwendolyn Garcia and the filing of plunder charges against Pangasinan Gov. Amado Espino Jr. will not ruin the chance in the coming mid term elections of the 12 senatorial candidates of the ruling Liberal Party in the vote rich areas of cebu and pangasinan. She is now the spokesman too of the LPs and evidently Mar Roxas? the LP candidates carrying their own? noynoy could not even come up with a full LP slate, despite the LP being the claimed ruling party.
Tribune: charlie manalo- in a statement, UNA secretary general Navotas Rep. Toby Tiangco said no amount of calls from the LP for unity, respect of the rule of law and its "daang matuwid" line of governance can justify any illegal act and abuse of power in trying to force Governor Garcia out of office.
INQUIRER: CBCP to push probe of voting machines - the President of the Catholic Bishops Conference of the Philippines (CBCP) believes the computerized voting machines successfully used in the 2010 elections are flawed and he wants them thoroughly examined before these are used in next year's midterm elections.
Cebu Archbishop Jose Palma's doubts about the precinct count optical scan (PCOS) machines echo those of Sen. Aquilino Pimentel III, who has been saying for some time that the voting machines are not perfect.

Tie red ribbons on cars, bags, gates, posts, schools, churches, everywhere life is threatened. This is a laity initiative which I wholeheartedly support. Please pass for life!
MALAYA EDITORIAL: Garcia fights City hall and more- Could her suspension be politically motivated? there seems to be little doubt about this. Garcia lords it over a province which has the biggest voting population and lest we forget she is the candidates of the UNA for the congressional seat in the third district of Cebu. Con incidentally, it just so happens that the one who replaced her is Agnes Magpale, a member of the Liberal Party. She is also a sister of the former energy sec and incumbent Cabinet sec Jose Almendras. Need more be said?
as a political turncoat par excellence, ben evardone should shut his mouth and refrain from invoking rule of law to favor LP's gangsterism against garcia and espino. as the country's premiere railway system, he should be reminded that the LP bullet train bumped the rule of law many times over as they railroaded thru house terminal 188 a rushed impeachment proceeding against a chief justice, cyber crime law, sin tax law, and rh bill among others. evardone should stop his "overdone" antics with a "porky" agenda and quit "belly dancing" in front of PNOY to provoke pouring of more cholesterol to his already fat filled diet.
MLA STANDARD: JOJO ROBLES - As for respect for the law, Toby Tiangco said this " also means extending courtesy to a co-equal branch of government" meaning the court of appeals, which Garcia has asked to rule on her suspension- and which the administration party should wait to decide on the matter. Besides, Tiangco said, the support shown by the UNA leaders to Garcia is a lot more acceptable than Roxas" attempt to influence the Sandiganbayan when he accompanied his party mate Grace Padaca when she posted bail for a graft case."
MLA STANDARD: UNA hits LP's bias in whipping erring execs
-THE opposition on Wednesday slammed the administration for treating erring local officials from the ruling Liberal Party with kid gloves while going after non LP executives such as Cebu Gov. Gwendolyn Garcia with hammer and tongs. Tiangco cited the suspension orders against former Isabela governor Grace Padaca and Caloocan mayor Recom Echeverri, both LP members, as proof. Although both were accused of corruption, Pres Benigno Aquino III practically exonerated Padaca before paying her bail, Tiangco said, The President even appointed the former gov as a commissioner in the Commission on Elections.

They INSERTED in the reconciled version of the bill a new provision allocating a large part of additional revenues from higher taxes on tobacco and alcohol products to congressional districts nationwide. The new provision was carried in RA 10351m the revised sin tax law, which Pres Aquino signed Wed last week.
MLA STANDARD: Cracks showing in LP coalition- The allies of the ruling Liberal Party raised howls of protests on Wednesday against persecution by the Aquino Administration of the governors of Cebu and Pangasinan, an ominous sign party members said, that could lead to re-alignment of political forces before official campaigning for mid term elections next May. Nueva Ecija Rep. Rodolfo Antonino president of the NUP which coalesced with the LP and one of the signatories in the LP-led coalition covenant, said the "sloppy" treatment by Malacanang of Cebu Gov. Gwendolyn Garcia and Pangasinan Gov. Amado Espino could lead to "disintegration of the coalition"
PHILSTAR: Strong peso hurting Phl IT BPO industry BPAP - the strengthening Philippines peso is eroding the cost competitiveness of IT BPO industry, according to the Business Processing Association of the Philippines (BPAP). BPAP Pres and CEO Benedict Hernandez, said the combination of an appreciating peso and a has provided India with a meaningful cost advantage. "With the 30% difference in peso and Indian rupee exchange rate with the US dollar, the cost differential has substantially widened" Hernandez said "And that is much more difficult to manage."
INQUIRER: BOBI TIGLAO-Aquino's brazen blitzkrieg in Cebu Mr. Aquino's regime is not a rule of law, but a rule by law: the selective use of laws and legal technicalities to take out his enemies, which is what the case against Gracia is all about. It is also what the removal of former chief Justice Renato Corona (which was based on his understating of his assets) was all about, what the imprisonment of former President Arroyo (which is based on the "non-bailable" charge of electoral sabotage, which totally hinges on the sole testimony of an Ampatuan massacre suspect) is about.
Inquirer/Esplanada/pA4: Sources: Probers cleared Morato in PCSO case - Former PCSO director Manuel L. Morato has a "valid reason to be sore, if not mad as hell" at Ombudsman Conchita Carpio-Morales, according to Ombudsman insiders. Morales, they said, brushed aside a recommendation by a 5-member Ombudsman panel of investigators to dismiss the P356 million plunder and malversation of public funds charges against Morato and his corespondents in the (PCSO) case, now pending the Sandiganbayan.

ANC: ex-pres. arroyo and dato arroyo file bill requiring commercial establishments to put up cctvs in their premises. the arroyos' house bill 6720 imposes a fine and a jail term for violators. they say it is imperative to secure such establishments to maintain peace and order, and protect life, liberty and property, and to promote general welfare of the public.
INQUIRER: Detained former Pres and Pampanga Rep. Gloria Macapagal Arroyo wants to make it easier for former inmates to turn over a new leaf by becoming gainfully employed when they return to the outside world. Arroyo has co-authored a bill with her son Cam Sur Rep. Diosdado Arroyo that seeks to encourage private establishments to hire former prisoners. In doing so, it would easier for freed inmates to find and keep jobs in order to ease their return to mainstream society, they said.
MLA STANDARD: JOJO ROBLES - Erap was also the victim of similar bullying when Aquino's mother Cory sent General Alfredo Lim of the Northern Police District to pry Estrada out of the San Juan municipal hall after Cory assumed the presidency. Erap gave up the fight only when Lim said the Erap's supporters would die in a bloodbath. Will history repeat itself and shall we see the current Aquino succeed in doing the same thing that his mother did to Erap, this time to Gwen Garcia? The Cebuano supporters of Garcia don't seem to think so - and as for history, Cebu's successful resistance to invaders goes all the way back to Lapu-Lapu.

MLA STANDARD: Stop case vs Arroyo - Pampanga Residents of the second district of Pampanga have asked the Supreme Court to stop the trial in the Sandiganbayan against their representative, former President Gloria Arroyo, and allow her to perform her duties as member of Congress, their lawyers said on Sunday. The residents said the issue of "undue deprivation of representation" is guaranteed by law and that their representative was deprived of due process when she was arrested a day before a hearing was set on her motion questioning the Ombudsman's findings of probable cause against her.
TRIBUNE: Leila to CJ: Consult JBC before firing psychologist
It looks like CJ Lourdes Sereno has done it again: Firing 4 court psychologist without as much as consulting the JBC, which is no different from Sereno coming up with a falsified resolution she had wanted the SC en banc never agreed to her plan of reopening the Regional Court Administration Office in the Visayas. The heartless decision of CJ Sereno to terminate the employment of 4 psychologist employed by the JBC days before Christmas is part of a call to "cleanse" the screening process, the collegial body said yesterday.

The intervenors humbly submit that they have as much interest in this case because of the issue of undue deprivation of representation as guaranteed under the law," they stressed. They said that if evidence is weak, the high court should immediately be resolved "so that she could devote her time to serving her constituents in her district," read their seven-page petition filed through lawyer Vinalyn Potot-Baluran.

INQUIRER: Ousted Chief Justice Renato Corona is confident the Department of Justice (DOJ) will throw out the P150-million tax evasion case against him, his daughter and son-in-law after the panel handling their case had completed its preliminary investigation on Friday. Speaking to reporters after appearing at the DOJ for the last hearing of the tax evasion case filed against his family by the Bureau of Internal Revenue (BIR), Corona described the complaint against him as "an endless series of double counting of accounts." "That kind of complaint by the BIR is for propaganda. It is not for a court of law," Corona said.

While the constitution says the State is the protector of the life of the unborn from conception, the proposed law prescribes birth control to all, and makes the State the main provider and promoter of contraception. while the Constitution guarantees religious freedom, the proposed law attacks the Catholic majority's right to exercise that freedom.

PEOPLES JOURNAL: LINGAYEN-DAGUPAN Archbishop Socrates Villegas yesterday said the controversial Reproductive Health bill would be a moral time bomb wrapped as a Christmas gift if President Benigno Aquino signs it into law. Villegas said the proponents of the RH bill may have won through the tyranny of numbers but it does not mean that they are right. "It is only a matter of time and then we will see more violations of "Thou shall not kill" and "Thou shall not commit adultery" among our families, our youth and children," the prelate warned.
ABS-CBN NEWS: PHILIPPINES IN GLOBAL TOP 10 'DIRTY MONEY' LIST - Total illicit outflows increased by 11 percent from the prior year, Global Financial Integrity, a Washington-based group that campaigns for financial accountability, said in its latest report released on Monday. All the countries in the top 10, which this year saw India, Nigeria, the PHILIPPINES and Nigeria joins the ranks, face significant problems with CORRUPTION, and in most there are vast gaps between rich and poor citizens as well as internal security problems.
TEDITORIAL: The burden of proving the threat of the bill articulated by the Church shifts to government to realize the promise of the bill that pushing contraception harder will quicken a decline in population already evident and give everybody a high standard of living as a result. The proposition will be put to the test that MORE PEOPLE mean LESS PROGRESS and more progress demands less people even if Germany conquered Europe 2 times by having the HIGHEST BIRTH RATE, and today with the biggest population, DOMINATES the economy of all Europe. The offensive will shift to the Church and the defense to government. Once implemented, every day that passes, it will be legitimate to ask, DID YOU STOP A BIRTH LAST NIGHT? And are you therefore RICHER THIS MORNING?
INQUIRER: GOV'T DEBT RISES BY 2% IN OCTOBER
The government's debt stock reached P5.36 trillion in October, rising by P146.3 billion, or 2.8 percent, from the September level, largely due to a net issuance of domestic securities as well as the sustained strength of the peso. Also, the amount of outstanding obligations as of the end of October was 9.4 percent, or P461 billion, higher than the level posted in the same month of 2011. And if the burden were to be spread among the 96 million Filipinos in the country today, based on the National Statistical Coordination Board's account, each person would have been saddled with a debt burden of P55,827.

May karapatan silang mabuhay!

I know that in addition to poor budget prioritization, there is a problem with Executive Department's poor 'absorptive capacity' (a.k.a. incompetence). I know that public-private partnership (PPP) initiatives have not moved because of deeper and more complicated problems, such as restrictive constitutional provisions which discourage foreign direct investments, lack of credibility, policy inconsistency, and failure to honor contracts.

BUSINESSWORLD: UNEMPLOYMENT AT 6.8%; 2.8M WITHOUT JOBS
Unemployment was higher than the 6.4% recorded a year earlier, data from the quarterly Labor Force Survey of the National Statistics Office showed. In absolute terms, the number of jobless Filipinos as of October was 2.8 million, the same as July's but up from the 2.6 million a year ago. GDP (gross domestics product) was high but the pattern of growth is not job intensive. It is worrisome because we are not creating jobs," said Rene E. Ofreneo, director of the Center for Labor Justice.

At a press briefing, Belmonte bared he does not object to Arroyo's motion for temporarily release from detention to spend the Christmas season with her family and constituents in Pampanga. In the Catholic Bishop's Conference (CBCP) Forum, Antipolo City Bishop Gabriel Reyes, Chairman of the CBCP's Episcopal Commission on Family and Life, said the Sandiganbayan should allow Arroyo to spend Christmas and New Year with her family since she is a former president and she did many good things to the country.
INQUIRER: The fight isn't over yet, so said Sen Pres Juan Ponce-Enrile just hours after the Senate passed the Reproductive Health bill on third and final reading Monday night. "Itong pangyayari ngayong gabi e palagay ko hindi ito ang hangganan ng paligsahan dito sa issue na ito," he said. "Meron pang third stage yan. Yung bicameral conference committee kaya abangan."
ABS-CBN: Mikey noted that there was a lower population growth rate during the Arroyo administration, which espoused birth spacing. "This, without my mother pushing for artificial birth control as had been done in previous years. Rather, she focused on responsible parenthood, respect for life, birth spacing, female education and empowerment and informed choice. She emphasized informing about modern natural family planning to correct the bias in previous years which taught only artificial birth population," he said.
ABS-CBN: Former Pres Gloria Macapagal Arroyo cast her vote against the Reproductive Heath (RH) Bill when it was put a vote on 3rd reading at the House of Rep. ABS-CBN: Bishop: Palace 'corruption' behind RH bill nod
Antipolo Bishop Gabriel Reyes, chairman of the Catholic Bishops' Conference of the Philippines' (CBCP) Episcopal Commission on Family and Life, said Malacañang had a direct hand in the measure. "What is very sad also is that Malacañang has pressured our congressmen to vote yes. Had Malacañang not pressured our congressmen in second reading, we would have won, majority is for the truth," Reyes said. He accused the Palace of committing "corruption" by allegedly "pressuring congressmen and dangling pork barrel in exchange for their vote."

ANC: Rep. Mitos Magsaysay, a staunch opposition figure against the reproductive health bill, claimed that some congressmen were told to be absent on Monday's vote on the measure. She said this was made so as the anti-RH lawmakers will not go against their party's stand. "It's not the true vote of the people," she said.

To this end, in the recent House debates over the RH bill, the President has unfortunately gone over the top by reportedly dangling the carrot to entice more votes for the bill.

MLA STANDARD: KIT TATAD - Aquino now the CHIEF CORRUPTOR of Congress - The exact price Aquino will have to pay is not easy to calculate. In using the vast powers of his office and the humungous pork barrel under his control to buy the congressmen's votes, the self-proclaimed "nemesis of corruption has become the chief corruptor of Congress, the principal promoter of graft - and a deeper and more virulent institutionalized form of graft and corruption at that. In the process, Aquino has revealed the utter vacuity and bogus character of his so-called "Daang Matuwid"). He has exposed these as a fraud.

INTERAKSYON TV: The vote at the House of Representatives which allowed the controversial Reproductive Health bill to hurdle third reading on Monday was greeted with sharply opposed reactions. It was a victory for women, from the view of human-rights advocates; but a signal of a creeping dictatorship with the Executive meddling brazenly in legislative work, according to a leading prelate. Antipolo Bishop Gabriel Reyes warned that the government is slowly becoming in the affairs of the legislative branch, which paved the way for the third-reading approval.

TRIBUNE EDITORIAL: Funny, but the more Noynoy and his aides keep on talking about their treading the straight path, the more data, especially from Transparency International (TI), that ranked the Philippines at 34 percent, out of a hundred percent in the corruption index, show that the propaganda of the NOYNOY'S STRAIGHT PATH ISN'T BEING BOUGHT by foreign investors. What this means is that the Philippines under Noynoy and his claimed STRAIGHT PATH has become one of the MOST CORRUPT countries in the world.
TRIBUNE: NO LPS MAKING IT TO TOP 12 - For a president who is being claimed in surveys as being very popular among Filipinos, especially the so-called masa, Noynoy does not seem to be possessed of a strong endorsement factor, as seen in the latest per-election survey on senatoriables. What is really glaring to many is that the few LP senatorial bets who are also Noynoy's choice haven't been rating in the surveys, such as former Sen Jun Magsaysay, former Sen. Jamby Madrigal and Noynoy's cousin, Bam Aquino, along with Noynoy's favorite Akbayan bet, former party-list Rep. Rissa Hontiveros-Baraquel.
PHILSTAR: SC JUSTICES VOID ORDER OF SERENO
Justices of the Supreme Court (SC) overruled yesterday Chief Justice Ma. Lourdes Sereno's order creating a new judicial office in the Visayas. An SC member told The STAR they agreed in full-court session to decentralize administrative functions, but not immediately as Sereno had unilaterally directed in Administrative Order No. 175. The AO created the Judiciary Decentralized Office (JDO) and reopened the Regional Court Administration Office (RCAO) in Cebu City.

Slower merchandise exports growth in Oct. has cemented expectations that the government's 10% target for the year will not be met, an industry official said Tues. "That means meeting the target of 10% is unlikely," Sergio R. Ortiz-Luis, president of Philippine Exporters Confederation Inc. (PhilExports), told GMA News, reacting to government to government data released this morning. "...[Hitting the target is] getting dimmer now, with electronics not sustaining its growth," said Ortiz-Luis, who is also vice chairman of the joint public-private Export Development Council.

If Mr. Aquino's deed don't match his words in the press freedom and free expression domains, neither do they match his words as far as human rights are concerned. Doubtless the celebration of Human Rights Day this Monday, Dec. 10, will be one more occasion during which Mr. Aquino will dish out the usual cliches about his commitment to human rights, complete with reminders that his parents were themselves victims of human rights violations. And yet, human rights violations are not only continuing but have even escalated in scope and number since he came to power in 2010.

Lourdes Sereno Wed skipped the tribunal's full court session reportedly to avoid a showdown with fellow justices to revive a project funded by the ADB that the SC scrapped a few years ago.
