after issuing arrest order, sandiganbayan justices say they will take a second look at finding of probable cause in pcso plunder case vs gma... prosecution and defense lawyers agree that gma should not be arrested pending court's final ruling... but arrest warrants vs other respondents uriarte et al stands.
PHILSTAR: - Ang Galing Pinoy party-list Rep. Juan Miguel "Mikey" Arroyo filed yesterday a certificate of candidacy (COC) on behalf of his mother, former President and now Pampanga second district Rep. gloria Macapagal-Arroyo, who is seeking reelection.  Comelec provincial supervisor Lydia Pangilinan said Mikey had authorization to file the COC of his mother. Some 30 supporters, including old folks wearing T-shirts marked with "We love CGMA" and members of Banda 31 from Sasmuan town, arrived at the Comelec office here at around 1 p.m.
PEOPLE'S JOURNAL: FORMER President Gloria Macapagal-Arroyo yesterday filed her certificate of candidacy. Arroyo is seeking a second term as Pampanga representative. However, Arroyo failed to come to the Commission on Elections to personally file her CoC due to bad health. Her eldest son, Ang Galing Pinoy (AG) party-list Rep. Juan Miguel Arroyo, filed the signed CoC for his mother. According to her spokesperson Ma. Elena Bautista-Horn, the former President was not feeling well yesterday. The younger Arroyo was relatives and at least 40 members of barangays in filing the CoC of the former president.
GMA NEWS: The Asian Development Bank CUT most of its 2012 and 2013 GROWTH estimates for developing Asia on Wednesday as a slump in global demand weighs on the region's powerhouses China and India and on its export-dependent economies.
ANC: EX-pres. Gloria Arroyo formalizes reelection bid. Her eldest son Mikey, filed her COC.
There have been a lot of nasty things written in cyberspace about Aquino and his administration. Of course it affects the ongoing campaigns for 2013 because it counters all the government's good claims. That's why BS Aquino expedited the cybercrime law w/o public hearings and the regular protocols for passing laws. He simply signed it into law no matter how raw and unrefined it was. It was meant to scare and shut up his critics. Kalbo na nga, pikon pa.
DWIZ: ISSUE: POLITICS (8:57-9:00 - Karambola) by Commentary with A. Capino and D. Dulay

ANC: Sandiganbayan reminds authorities that the arrest warrant against ex-Isabela Gov. Grace Padaca stands for a P25M malversation case. Court says Padaca should post bail to avoid being arrested.
INQUIRER: A lawmaker on Wednesday said that it is unfair to lay all of the blame on the contentious provisions of the Cybercrime Prevention Act on a single legislator. Zamb Rep Milagros "Mitos" Magsaysay  took to her Twitter account (@mitosmagsaysay) when Republic Act No. 10175 took effect, lambasting that President Benigno Aquino III himself could have vetoed the controversial provisions on online libel and the take down clause "if they were not to his liking."
Aksyontv: ateneo, nujp file petition at sc against cybercrime law; sens angara and sotto defend law - says its meant to curb abuse and not limit freedoms; palace says people welcome thru proper venue as it slams hackers.
INQUIRER: DAVAO CITY - Banana growers in Mindanao continue to suffer loses as their market shrunk, an industry official said. Still reeling from the effects of China's stringent quarantine policy, which led to the rotting of thousands of boxes of Cavendish bananas in Chinese ports this year, banana growers are now feeling the heat of the crisis that has been sweeping the Eurozone, Rene Dalayon, president of the Mindanao Banana Farmers and Exporters Association (MBFEA) told reporters here Monday.
