STANDARD: Sen Miriam Defensor-Santiago on Thursday said corruption WITHIN the bureaucracy was driving foreign investors away as she slammed the proposals to amend the 1987 Constitution because it wasn't necessary. Corruption aside, she cited Manila's territorial dispute with Beijing in the West Philippine Sea as another reason why foreign investors would shy away from the country. "Investors are culturally shy of investment opportunities in a country that faces potential instability from a neighbor-state that is less than friendly."

PHILSTAR: Sen. Miriam Defensor-Santiago yesterday warned the people that the filing of non-bailable charges against former president Arroyo to ensure her continued detention could be a cause of concern in the international community. "It seems there is an intention of not allowing bail for Mrs. Arroyo, even if she is not convicted. For as long as (there is) a non-bailable offense  she would continue to remain there. The cases come one after the other, that might be a violation of the right to bail that might cause concern in the international community," Santiago said.

THE MANILA TIMES: Plunder complaint vs. GMA weak - justices
-One justice, who spoke to The Manila Times on condition of anonymity, said that there was clearly no "plunder" in the complaint filed against Mrs. Arroyo since the elements needed to prove the crime are not there. The justice explained that for one to be charged with plunder, the accused should "amass wealth" through a series of transactions. But in Arroyo's case proof of these transactions is absent. The justice also said that the information signed by Ombudsman Conchita Carpio-Morales is defective.

-The plunder complaint filed by the Office of the Ombudsman against former Pres. and now Rep. Gloria Arroyo over her alleged involvement in the PCSO intelligence fund scam is "dismissible" and may be intended for Pres Benigno Aquino 3rd's Sona on July 23, according to justices who refused to be identified.

ABSNEWS 07/19 6:02 PM Zambales Rep. Mitos Magsaysay said she will continue to be a critic of President Aquino after seeing no positive change in the nation in the past 2 years. Magsaysay said she is willing to give her support to President Aquino's projects if he substantiates his promises with a concrete action plan.

HRW said it had documented 3 cases since Oct last year of three anti-mining and environmental activists allegedly killed by paramilitary forces that might have links to the military. "Pres Aquino has enacted decrees to encourage mining investment in the Phils but has done little to stop attacks on environmental advocates," said Elaine Pearson, HRW deputy director for Asia.
