INQUIRER: PH JOBLESS RATE UNCHANGED DESPITE GDP GROWTH
World Bank's Human Development Network: These growth increases DID NOT necessarily TRANSLATE into improved labor market conditions, however, except in Thailand," the note said. Despite the GDP growth, latest figures showed that  the unemployment rate in the country hit 7 percent in July 2012, almost UNCHANGED from 7.1 percent a year ago. Further, the report noted that the quality of employment was deteriorating, as the underemployment rate rose by 22.7 percent in July 2012 from 19.1 percent in July last year.
MLA STANDARD- JOJO ROBLES - Anakbayan was clearly in favor for reasons it said were clear as day. If comelec was prohibiting party-list groups from fielding bets next May because they were IDENTIFIED with the ARROYO administration, it should remove groups like the administration-loving AKBAYAN on the same grounds. Indeed, Akbayan is probably the most-REWARDED political group under this administration, next only to the Liberal Party. Its most visible representatives are presidential adviser on political affairs Ronald Llamas and wannabe senator Risa Hontiveros Baraquel.
PEOPLE'S JOURNAL: DISARMAMENT is a thorny issue that will hound the historic Framework Agreement between the Aquino govt and the MILF aimed at finally putting an end to the decades-old insurgency in Mindanao. In light of the statement of some MILF rebel officials that giving up their arms is IMPOSSIBLE since it is a "sign of surrender," the PNP and the AFP will be  hard-pressed in its effort to collect unauthorized weapons currently in the hands of the guerrilla movements.
saksak sa hating-gabi!!! MANILA BULLETIN: AQUINO APPROVES HIKE IN GOVT FEES
Pres. Benigno S. Aquino III has authorized the rationalization of the rates of government fees and other charges to provide efficient public service. In signing Administrative Order No. 31, the President ALLOWED STATE AGENCIES, including government owned and controlled corporations, to RAISE existing fees and IMPOSE NEW CHARGES if necessary.
MLA STANDARD: BAYAN sec-general Renato Reyes: "Akbayan has become an over-represented group in government with even its party-list nominees being Palace appointees. BAYAN MUNA on the other hand does not enjoy the vigorous defense of the Palace spokesman, among other Akbayan perks. [Bayan Muna Rep.] Teddy CasiƱo is in fact running as an independent under Makabayan," Reyes said
INQUIRER: MISUARI: IT'S A RECIPE FOR ANOTHER BIG, BIG WAR IN MINDANAO - "Cut my throat if Hadji Murad can ensure peace in Mindanao," Misuari said, referring to Murad Ebrahim, chairman of the MILF, who witnessed the signing of the framework accord in MalacaƱang Monday with President Aquino and Malaysian Prime Minister Najib Razak. The MILF, he said, is "so unpopular in Mindanao." He claimed many MILF members returned to the MNLF because they, too, were upset about the framework agreement for the creation of a new autonomous region in Mindanao, to be called Bangsamoro.
MLA STANDARD: MILITANT PARTY-LIST GROUPS TRADE BARBS
Kabataan Rep. Raymond Palatino. "Who are  they kidding? What made Akbayan think they are still marginalized and underrepresented and without a voice in government? Didn't President Aquino himself raise the hand of Hontiveros during the proclamation in Club Filipino? Aren't their members already in the Palace occupying sensitive and powerful positions?" Palatino said. "Let us call a spade, a spade."
INQUIRER: DORONILA DESIERTO REPORT: Using recent Philippine time series data, researchers have found that the most important "institutional barrier" to foreign direct investment has been "WEAK CONTRACT ENFORCEMENT," and that anti-corruption activities has had "smaller effect." Thus, said the paper, it is not entirely surprising, and other research has shown, that rapid growth and development can still occur amidst corruption for as long as there is "sufficient 'INSTITUTIONAL CERTAINTY' that GUARANTEES contract enforcement."
