MALAYA: DUCKY PAREDES- DON'T CAMPAIGN, JUST DO YOUR JOB!
- There's really no need for PNoy to campaign, to be physically present in each and every sortie, sweating it out, standing on a flatbed truck, pressing flesh and climbing the stage in your trademark yellow t-shirt. Because the more Filipinos see you praising the same people who ONCE maligned you, questioned your qualifications, basically cutting you down to size, the less they see you as the great leader they thought you were they cast your name in the ballot three years ago.

INQUIRER: Credit Ramos, Arroyo too for growth
- Credit should also go to the past administration of former Pres Fidel Ramos and, NOTABLY, former Pres Gloria Arroyo who piloted our country's economic takeoff from a boom-and-bust-cycle. Every incoming administration should not totally disregard the good things in the past administrations' economic blueprint for a progressive Philippines. - The Aquino administration seems CLUELESS that the strong peso is a GRAVE THREAT TO THE ECONOMY and that it is HURTING large swaths of the economy, including the retail, housing, and education sectors which are dependent of OFWs money. Instead of being PRO-ACTIVE like the governments in Japan, Switzerland, and Brazil which voice out their desire to make their respective currencies competitive and whose central banks embark on aggressive quantitative easing, the Aquino government seems to be MUTE AND BEHIND TO CURVE, allowing the BSP to make tepid responses to the strengthening peso.

- The bottom line is that President BS Aquino HAS NOT ACHIEVED MUCH - except for three things. One, he has amply demonstrated that he is not a thief (though WHETHER HE IS COMPETENT as President is another question). Two, during his watch, the economy grew by 6.6 percent in the whole of 2012, by 3.9 percent in the whole of 2011, and by 7.6 percent in the whole of 2010 (THOUGH HALF OF THAT was the last six months of president Arroyo). Three, unemployment and poverty ACTUALLY WORSENED compared with the time he took office as President on June 30, 2010.

THE Supreme Court has "revoked" the resolution issued by Chief Justice Maria Lourdes Sereno creating the Regional Court Administration Office (RCAO) in Cebu City. In a three-page resolution, the SC invalidated all the previous resolutions, administrative orders and issuances made by Sereno when she revived RCAO. "This Resolution supersedes all prior resolutions, administrative orders and issuances on the covered matter and shall take effect upon its promulgation," the Resolution reads.

A body chaired by Assoc Justice Jose Perez will work on the decentralization of administrative duties in the Supreme Court (SC), a move which SUPERSEDES an order of Chief Justice Ma. Lourdes Sereno last Nov creating a new judicial office in the Visayas. In a memoramdum, Assoc Justice Teresita Leonardo-De Castro said Sereno issue the administrative order without Sc approval. "This Resolution supersedes all prior resolutions, administrative orders and issuances on the covered matter and shall take effect upon its promulgation," the order said.
MLA STANDARD: SERENO OVERRULED ON JUDICIAL OFFICE ISSUE
The Supreme Court justices have overruled Chief Justice Ma. Lourdes Sereno on the establishment of a new judicial office in the Visayas, ordering unanimously instead a study of the decentralization of the functions and duties of the Office of the Court Administrator. In a resolution passed last Jan. 22 but obtained by reporters Monday, the Court approved the creation of a committee to study decentralization and designated Associate Justice Jose Perez as its chairman.
INQUIRER: AES Watch yesterday said that the Comelec might commit a "POTENTIALLY IMPEACHABLE OFFENSE" if the PCOS machines do not work. "If the repeated failure to comply with the automation law and the fixation to use the defective Smartmatic-provided system SETTING THE STAGE for a POSSIBLE ELECTION FAILURE? If this is so, the Comelec has nobody to blame but itself for what are potentially impeachable offenses. CITIZEN poll watchdogs on Monday accused the Commission on Elections of SETTING THE STAGE for a possible FAILURE OF ELECTIONS due to its repeated failure to comply with the automation law and its insistence to use the "defective" Smartmatic machines. The Comelec was graded zero for its dismal preparations that was "WORSE THAN THE PREPARATIONS DONE IN 2010," the poll watchdogs Automated Election System-Watch (AES-Watch) and the Center for People Empowerment in Governance (CenPEG) said.

Now CoA wants the proof that 47 board meetings were allegedly held by PCSO in 2011, including meetings where no resolutions were passed or no minutes exist. Furthermore, CoA wants to know if it is true that all PCSO directors received draw allowances for all 365 days when not all of the directors were present - and that the money was directly in their ATM bank accounts. I'm waiting for the explanation - especially from the people who found nothing good that their predecessors did at the cash-rich charity agency. I'll find some popcorn in the meantime. 
MLA STANDARD: PALACE TO PCSO: EXPLAIN P10-M PAY
Malacañang said the Philippine Charity Sweepstakes Office should explain the Commission on Audit's finding that it released at least P10-million in unauthorized salaries and allowances in 2011. "The PCSO will also be making it known to the public. Let's give them a chance to answer that particular report," deputy presidential spokesman Abigail Valte said.
MLA STANDARD: EMIL JURADO - PCSO SCAM AND 'DAANG MATUWID'
The board is composed of Chairperson Margarita Juico and members Joaquin Francisco III, Betty Nantes, Aleta Tolentino, Mabel Mamba, and PCSO General Manager Jose Fernando Rojas. They even made it to the list of the 100 highest-paid executives, together with some Cabinet members. All this is happening despite Executive Orders 19 and 24. Ideally, these executive orders restrict GOCCs and government financing institutions and state agencies from receiving excessive salaries and other perks. It seems the "Daan Matuwiid" is a big joke, after all.
TEMPO: PCSO IN HOT SEAT - COA
Board members of the graft prone PCSO were ordered by the Commission on Audit (CoA) to reimburse the government close to P10 million in unauthorized salaries and allowances paid to them in in 2011. In its audit report on the PCSO board was already paid P5.507 million in total per diems for board meetings, committee meetings, and draw allowances (fee paid for attending the lottery draw).
Re: Gov't Lawyers asking for dismissal of the Php25M charges against Padaca: It is not only surprising but equally disturbing that government lawyers are asking for the dismissal of the criminal charges when they are supposedly  tasked to prosecute Padaca for a crime she committed before she was appointed comelec commissioner. Never in my many years with the service did government lawyers defended a government employee charged in the Sandiganbayan for graft and corruption. Que sera sera! Daan Matuwid ? Lokohin nyo lolo nyo !
