This was the first version that had the signature of Ombudsman Carpio Morales disapproving the same and another without her signature. But both resolutions UNANIMOUSLY signed by all investigators, dismissed the plunder complaint against Arroyo and her co-respondents.

Rosario Uriarte's lawyer on Monday said the former Philippine Charity Sweepstakes Office (PCSO) general manger and former President Gloria Macapagal Arroyo were held  liable for a lower, bailable offense by an Ombudsman Panel investigating the PCSO fund mess. Atty. Montri Santos told ABS-CBN News that a panel first created by Ombudsman Conchita Carpio-Morales recommended a charge for the lower offense of a violation of the anti-graft and corrupt practices act over the alleged misuse of the agency's funds.

The case was filed with the Sandiganbayan 4 months ago. The Somido panel report was named after Dep. An identical report from the same panel bore a signed notation of Ombudsman Conchita Carpio-Morales rejecting it.

Gloria Macapagal-Arroyo and several others of the charges. Former PCSO GM Rosario Uriarte, a respondent in the case, submitted a copy of the 56-page document - called the Somido report - to the Sandiganbayan First Division as an attachment to a 22-pages appeal asking for a reconsideration of a decision junking her motion for judicial determination of probable cause.
