TRIBUNE: Dr. Raquel Fortun also lamented at how Aquino is running his government saying it was much better during the time of former Pres, now Pamp Rep. Gloria M-Arroyo. "Arroyo's term may not have been spanking clean. But at least there was a sense that we were GOVERNED," she said, Fortun also noted a major difference between Aquino and Arroyo saying Arroyo was NOT AFRAID to face and CONFRONT any problem, but that Aquino is too allergic to hear any negative news.

"With former President Gloria, you throw all the problems at her and she WILL DEAL with them. But the one who is sitting now is ALLERGIC to bad news," Fortun said.

"So if your boss does not like bad news, you are out of place with him. Thus you also end up delivering only good news to him," she said.

TRIBUNE: GARNISHMENT OF PACQUIAO ASSETS ILLEGAL SANS COURT ORDER - TEVES

Former Finance Sec Margarito Teves yesterday reminded the BIR that it should have first secured all the necessary documents, particularly a court order, to warrant the garnishment of asset of boxing champion Rep. Manny Pacquiao. He stressed that there is a tedious process that needs to be followed before garnishing assets of any individual, whether already charged or still being accused of dodging tax payment. "My understanding of the law is the agency garnishing any asset should first secure a court order before doing so.

The slowdown also comes amid speculation that the government slowed down spending due to the pork barrel controversy. In a briefing Thursday, the National Statistical Coordination Board (NSCB) said the economic growth rate was pegged at 7%. But this is lower than the 7.6% growth in the 2nd quarter.

In the course of auditing P32 billion worth of VILP releases for the said period, the CoA found out that the actual amount stood at P115.9 billion yet CoA could only trace P46.7 billion or only 40 percent "because of the DBM's refusal to cooperate."

INQUIRER: An irrelevant president
antonio montalvan II re leyte victims and survivors:  We honor them not because the most powerful man of this country has not, but because it is the rightful and the most humane thing to do. The whole world's humanity, now converging in the Philippines, honors them. Never mind if the most powerful man in the Philippines has not. He has begun to reveal his irrelevance. He no longer is our leader.
