Gwendolyn Garcia with hammer and tongs. Tiangco cited the suspension orders against former Isabela governor Grace Padaca and Caloocan mayor Recom Echeverri, both LP members, as proof. Although both were accused of corruption, Pres Benigno Aquino III practically exonerated Padaca before paying her bail, Tiangco said, The President even appointed the former gov as a commissioner in the Commission on Elections.
