OMBUDSMAN ISSUE: - refusal to heed sandigan's order is an admission that there was indeed a first resolution. calling it a scrap of paper which has no probative value is an insult to sandigan justice's order. is it only her who decide what is a scrap of paper bar none? what about sandigan? what about defense? an anonymous insider volunteered information that there are actually 3 former resolutions submitted which she rejected as all of them agreed that there was no reason to file a plunder case.
ANC: Ex-Pres. Arroyo criticizes the Office of the Ombudsman for still refusing to release its first resolution on the PCSO case, which cleared her of plunder. Arroyo, through her lawyer Anacleto Diaz says, the Ombudsman should make the first resolution public, in the spirit of fair play and transparency. The Sandiganbayan earlier ordered the Ombudsman to produce the first resolution, but Ombudsman Conchita Carpio-Morales is defying that order, and filed a motion for reconsideration. The Arroyo camp refutes Morales's claims that the first resolution was a mere scrap of paper and has no probative value.
