TRIBUNE EDITORIAL: Eminent economist Benjamin Diokno of the UP said that the upgrade may even be the cause of more hardships for Filipinos as speculators flock into the country bringing with them foreign currencies that are expected to drive up the peso strength. A strong peso, he said, wreaks havoc on families of overseas Filipino workers since their dollars which used to give them P50, now only gives them P40. The appreciated currency also will tell on the revenues of exporters who are still reeling from a persistent slump in the major exports markets.
TRIBUNE EDITORIAL INEDIBLE CREDIT UPGRADE
Noynoy is indeed not passing up the chance to cackle about the upgrade, even referring to it in his Easter message, which makes one wonder if the Almighty has been replaced by the credit watchdogs. The investments grade level has been a major target of Noynoy, the reason for the huge cutbacks in spending during the first two years of his presidency that is a major reason for the still HIGH level of UNEMPLOYMENT despite the successive growth in the economy. The policy priority, thus, was skewed in FAVOR of foreign interest and AT THE EXPENSE of the greater Filipino interest.

- "The magna carta has set aside a concrete framework for the administration's program for the poor; it would have been a strong signal that the government is seriously addressing concerns of those who have less in life, not the posturing or rhetoric but with a specific law," said Rep Rachel Marguerite del Mar of Cebu City's north district.

TRIBUNE: HERMAN TIU LAUREL - BUBBLE UPGRADE
However good that press release sounds, it is just the proverbial banker lending you his umbrella when the sun shines then demanding it back the minute it rains. Frankly, the international financial oligarchy is now desperate to find borrowers given that the global economy is in a deflationary mode with the decrease in the general prices of goods and services within a given economy.

TRIBUNE: Defense counsel Ferdinand Topacio, in a statement, said his client is "greatly saddened that once again, DOJ Sec Leila de Lima has contemptuously tried to SECOND-GUESS the judiciary, and has shown her indifference to its lawful orders, in making a public pronouncement as to the merits of the case of the Reyeses." The defense counsel added that for De Lima to give an opinion on the merits of the case "is nothing but a transparent attempt to influence the courts."
PEOPLE'S JOURNAL: LTO LICENSE PLATES - In a letter, Anti-Trapo Movement of the Philippines' Leon Peralta called on De Lima and Government Procurement Policy Board Executive Director Ruby U. Alvarez to investigate why the DoTC technical specifications appear to be tailor made for a German firm involved in numerous high profile corruption cases abroad.
PEOPLE'S JOURNAL: VIC REYES - Magna Carta for the Poor, sablay!

MANILA TIMES: PH still lags in competitiveness, governance
- "The Philippines has large favorable factors because it has macroeconomic stability, abundant natural resources, and a large working-age population. However, it needs to improve its governance, competitiveness and attractiveness to investments," Dr. Anoop Singh, director of the Asia and Pacific Department of the IMF said. In a recent seminar-forum co-organized by the Philippine Institute for Development Studies (PIDS), the IMF and BSP, Singh also said that growth in the Philippines does not show much robustness as compared to other Asian countries.

INTERAKSYON TV: RATING UPGRADE WON'T AUTOMATICALLY LEAD TO FDI FLOWS, BUSINESSMEN CAUTION
" The upgrade significantly improves the climate for financial investments, but for brick and mortar FDI, market size and competitive production costs are more critical factors than financial ratings," said AmCham senior adviser John D. Forbes. Benjamin Diokno, economics professor at the UP, said the investment grade rating is "good news." Diokno agreed that the upgrade won't lead to a surge in FDIs for the Philippines. "FDI inflows depend on a different set of variables such as cost of doing business, state of public infrastructure including existence of sufficient, affordable and reliable power supply, policy consistency and credibility," he said.

MANILA BULLETIN: The camp of former Pres and now Pampanga Rep. Gloria M-Arroyo has decided to remain in the background as an ecstatic Aquino administration celebrated the country's Fitch Ratings upgrading its credit rating to investment grade for the first time in the nation's history. Members of Arroyo's staff said the former President has given strict orders not to issue any reaction to the economic achievement made by the Aquino government although the international credit rating firm acknowledge her huge contribution to the upgrade. Fitch Ratings noted: "Improvements begun under former President Gloria M-Arroyo have made general government debt dynamics more resilient to shocks."
PHILSTAR: "Furthermore, government efforts to improve its balance sheet, which began during the Arroyo administration, have started to pay off, Fitch said. It cited, among others, lower foreign liabilities and longer debt payment terms. "Improvements in fiscal management begun under President Arroyo have made general government debt dynamics more resilient to shocks," it explained." -- OF COURSE YELLOW MEDIA WILL NOT HIGHLIGHTS THIS PART OF FITCH'S REPORT. THEY WILL ALWAYS MISLEAD THE PUBLIC THAT THE CREDIT IS ALL PNOY'S! and THEY WERE ONES who OPPOSED THE VAT LEGISLATION that KEPT OUR ECONOMY AFLOAT ALL THESE YEARS!!!---

- It also cited the previous administration's role in improving the fiscal management, to wit: "Improvements in fiscal management begun under President Arroyo have made general government debt dynamics more resilient to shocks."
Concerns: Fitch pointed out, however, that the Philippines should address several concerns about its economy to ensure it retains its investments grade. Fitch said the country, which has a population of more than 90 million, had an average individual annual income of $2,600 in 2012, way below the average of $10,300 in countries that have comparable credit ratings. The international credit-rating firm likewise cited the need for the Philippines to cut bureaucratic red tape that discourages investments.

ABS-CBN News: The Department of Foreign Affairs (DFA) reminded government agencies yesterday of a government directive not to refer to Sabah as part of Malaysia. Hernandez clarified the circular, issued by then Executive Secretary Eduardo Ermita by authority of then President Gloria Macapagal-Arroyo, after it was raised in a discussion at a meeting of the National Disaster Risk Reduction and Management Council on Monday.
