TRIBUNE: Legal hurdles face Padaca posting as poll body exec - Pres Aquino appointed former Isabela Gov. Grace Padaca to fill the vacant commissioner slot at the Commission on Elections (Comelec) but Comelec Chairman Sixto Brillantes Jr. said her confirmation may face legal hurdles, including a constitutional provision stating that individuals who ran in PRECEDING ELECTIONS may NOT be appointed as an official of the poll body.

Padaca, who has a standing ARREST warrant for a GRAFT CASE before the Sandiganbayan, will serve as the poll body's 7th commissioner. Her term will end on February 2, 2018, or four years from now.

PHILSTAR: GMA wants Ombudsman to submit resolution on PCSO graft case - Former Pres Gloria Macapagal-Arroyo wants the Office of the Ombudsman to submit to the Sandiganbayan its original resolution charging her with graft and technical malversation for the alleged misuse of Philippine Charity Sweepstakes Office (PCSO) funds. The charges against her have been upgraded to the non-bailable offense of plunder. Her motion for judicial determination of probable cause will be heard before the anti-graft court tomorrow.

Pnoy is really desperate and running out of excuses to bolster a sinking presidency and weak line up of senatorial candidates. invoking for the nth time a hypocritical and dying slogan and tirelessly blaming a former administration (that's been out of power for 3 years) smacks of cheap diversionary ploy to take the heat off his clueless and inadequate grasp of the country's problems. after 3 years, he's halfway his term and still says "it's not my fault"! THREE YEARS and MILLIONS GETTING HUNGRIER.
INQUIRER: Posturing as the opposite of former Pres and now Pamp rep Gloria Macapagal Arroyo is unlikely to be a hot strategy for the 2013 elections campaign, and may not rake in the votes as it did before, lawmakers believe. Liberal Party official and House Majority Leader Nepatali Gonzales II said that with Arroyo no longer holding a powerful national post and having no direct impact on people's lives, candidates in next year's poll should not expect to successfully run a campaign based on criticizing her alone, as it would not have the same effect on voters.

Losing bidders for the PNP firearms contract have filed a case of grave misconduct against PNP chief Director General Bartolome and other officials. Retired PNP general Romeo Maninding of Referma Enterprises and Peter Gocheng of CZ Countermeasures filed the case before the office of the Ombudsman.

We have today filed a Motion for Judicial Determination of Probable Cause with the Sandiganbayan upon the ground that the evidence presented failed to establish probable cause that former Pres. GMA committed the crime of Plunder. We started preparing our motion ever since the Ombudsman has made public pronouncements weeks ago that there was a "strong case for Plunder against former Pres GMA - this even while the Office of the Special Prosecutor to whom she referred our Motion of Reconsideration for resolution was evaluating the case. By making her public pronouncements before the OSP issued and submitted its Resolution to her, the Ombudsman betrayed her clear prejudgment of the case and inability to decide the same with the required cold neutrality of an impartial judge. We have faith and confidence that the Sandiganbayan will live up to the ideals of the judiciary.

ANC: Sec. De Lima admits she opposed certain provisions of the new anti-cybercrime law, particularly on the one that imposes higher penalty for libel, and the one that gives the DOJ authority to censor websites. She says despite her opinion, PNoy signed the law in full last Sept. 12th.
