The fact that the audit was limited to 2007-2009 was pretty suspicious in itself, considering that these were the Gloria Arroyo years and in during a period where Noynoy and his Liberal Party mates had cut their political ties with her. There was absolutely nothing done by the CoA during the Aquino years, despite the Noynoy administration being in power and position for three years already.
