INQUIRER: A "xerox copy' of Malacanang and the House of Rep's version was how Senator Joker Arroyo described next year's P2 trillion national budget passed by the Senate Wed night. "If you look at the budget as prepared by Malacanang, and the budget as approved by the House, and the budget we in the Senate [has]  approved, all these three look alike as if they are xerox copies," said Arroyo, who voted against its passage. "Aren't we expected to scrutinize and if need be, make changes thereon?" he asked.
Dzmm reporter:

INTERAKSYON TV5: RULE OF LAW INDEX FUNDAMENTAL RIGHTS 'A CONCERN IN PHL, 2 OTHER ASIAN COUNTRIES
East Asia scores well when it comes to keeping a lid on crime, but is still has work to do on other key factors that constitute the rule of law, a study published Wednesday suggests. The non-profit World Justice Project's third annual Rule of Law Index takes stock of the development of the core legal concept in 97 countries and jurisdictions, based on interviews with 97,000 citizens and 2,500 experts. Fundamental rights were a concern in Malaysia, the Philippines and Singapore, while Thailand lagged in terms of civil justice due to delays in processing cases and difficulties in enforcing court rulings.
STANDARD: SOLONS DEMAND DAILY BULLETIN ON PNOY'S HEALTH
MalacaƱang should issue a daily bulletin on the state of health of President Aquino, who seems to be battling recurring colds and flu and stubborn cough that interrupts his speeches, minority members in the House Representatives said on Wed. "The public has the right to know the truth about the President's health condition," Isabela Rep. Rodolfo Albano said. But Min Leader Danilo Suarez said he does not see anything wrong with the state of health of Aquino, adding: "I don't think he's sick. Maybe, it's just caused by his smoking. But we all know that smoking can also lead to death.
INQUIRER: BOBI TIGLAO - The Europeans? They see us now as a nation where contracts aren't honored after Mr. Aquino unilaterally junked the Belgians' $500-million Laguna Lake dredging project and the French companies' port and bridge-building contracts, with him even calling them corrupt. Sadly, high popularity ratings, thanks to a servile, uncritical media, can make any president oblivious to a looming crisis.
INQUIRER: BOBI TIGLAO - It's not all puzzling why FDI flows have fallen under Mr. Aquino. Mr. Aquino has been antagonizing China, first by refusing to persecute his officials who bungled the Luneta hostage crisis. After that he sends a warship to the disputed Scarborough Shoal, to show away Chinese fishermen. Then he continuously ramps up his tirades against the "neighborhood bully" - to the delight of the Americans.
PHILSTAR: CITO BELTRAN: But just when confidence building is beginning to take root, some farmers, particularly hog and poultry raisers, are in a fit! It seems that after fighting off smugglers, they now have to contend with a "state sponsored" invasion where a company from Thailand will soon be setting up farms in the Philippines and as an incentive, they get a bunch of tax free perks!
PHILSTAR: ERNIE MACEDA - NO JOBS . . We have written several times about the biggest problem in the country - the lack of jobs.
The World Bank and the Asian Development Bank have issued the same comment. Now we have official confirmation by a ranking cabinet member. At  the ADB forum, NEDA Director General Arsenio Balisacan said that not enough jobs are being created for the last 2 and half years of the Aquino Administration. There is no increase on the creation of jobs by the private sector. The record shows foreign direct investment after Indonesia, Thailand, Malaysia and Vietnam.
PHILSTAR: MARICHU VILLANUEVA - What are they in Congress for it they could not craft a law that would promote and protect public interest? For once, we could only ask again our lawmakers to serve public interest first before their own vested interests. ROR should not be a quid pro pro quo for FOI.
STANDARD: CHURCH PUTS CLOUT ON THE LINE WITH DRIVE VS RH
Isabela de Basilan Bishop Martin Jumoad said the advocates of the RH bill should not underestimate the bishops' campaign against those favoring the measure. "I think we can come up with a Catholic vote," Jumoad said. "The Church's moral responsibility to uphold the sanctity of life will be our code of belief." Lipa Arcbishop Ramon Arguelles said whether or not a Catholic vote existed, what was certain is that they would be intensifying their campaign against the bill and its proponents and supporters. "What they think of as a myth today may be a reality tomorrow," Arguelles said.
ANC: house minority asks palace to come out with regular bulletin on pnoy's health.
ANC: anakbayan fears pnoy's cct program may be used to buy votes for administration allies in the 2013 midterm election. anakbayan also calls the cct a fake anti-poverty program which is turning into a milking cow for administration politicians and bogus ngos.
