There were 82 ngo's that shared P10b in pdaf. P2.2b went to 10 Napoles ngo's. Why has Malacanang not identified the other 72 ngo's. Whose pdaf went to which ngo? Who are the personalities behind each ngo. For all we know, there may be several Napoles-like pdaf networks. Napoles may not even be the big fish.
