Addressing the new charge of plunder leveled against his predecessor in connection with PCSO confidential intelligence fund (CIF) disbursements, President Aquino the other day said, with a perfectly straight face: "We don't file a case that we don't believe to have strong evidence." Yeah, right. Apart from Mrs. Arroyo's approving the request for CIF - something a president is required by law to do - no evidence at all was presented to show that she took part in an alleged "grand conspiracy" to plunder the PCSO funds - let alone that a single centavo of those funds went into her own pockets.

ANC: TEDITORIAL: After bemoaning Martial Law and mourning the assassination of Ninoy for defending Filipino freedom, the president signed the measure into law. As in Ninoy's funeral, there are massive protests but they are virtual, the corpse however is real. It is the cadaver of freedom of speech. Not press freedom or broadcast freedom which is the freedom of their owners but the speech of common folk savvy with computers who once upon a time believe there was a place they could call their own, where they could speak their minds as they without government permission.

MLA STANDARD: EMIL JURADO - Pres. Aquino proudly intones that newly-appointed Commissioner, former Isabela Governor Grace PAdaca, is innocent of the graft charges filed against her before the Sandiganbayan. Has the President also taken over the Sandiganbayan that he now can rule on the innocence or guilt of Padaca?

ABS-CBN: There is no Ombudsman resolution acquitting former Pres Gloria M. Arroyo in the plunder case over the alleged misuse of PCSO funds, the lead prosecutor in the case said Monday. Lead govt prosecutor Diosdado Calonge said what exist in an initial recommendation by the panel for a LOWER offense of technical malversation and violation of anti-graft laws, instead of plunder. He said the evidence was DEEMED more appropriate for plunder charges AFTER a REVIEW BY Ombudsman Conchita Carpio Morales. He said Ombudsman Morales has the sole authority to decide WHAT CASES should be filed against any accused and the findings of the panel are merely recommendations subject for review. Diaz said their next option might be to file a petition for bail since they believe the evidence in the case is weak.

ANC: Atty. Diaz: "Arroyo will remain under hospital arrest. We will consider alternative treatment in Tagaytay but I don't know if she will be allowed. She is definitely much thinner and based on doctors' examination, she lost some 25lbs. She's frail. I am no doctor but I can see that her health has deteriorated."
