TRIBUNE: Noynoy's flagship anti-poverty scheme, the so-called conditional cash transfer (CCT) program, is targeting an expansion of coverage through the P63 billion that is being requested for its funding next year, P5 billion of which just for administrative expenses. Periodic surveys on self-rated poverty and hunger incidents would be good gauges on the dole-out scheme. The number of Filipino families who responded to such surveys, however, indicate that they felt to be in worse state than the previous year. Even the basic form of indicator, which is the incident of hunger, the program can be considered a miserable failure since those saying that they go hungry at least once a day have increased substantially, based on what a pollster - one whom the Palace says spends a lot of money on for support.

This felt like being cheated twice over. First, by the ruthless plunder of state coffers by pork-crazy politicos. Second, by PDI's overwhelmingly selective revelations, which made it look like opposition senators, possible presidential contenders, and a few hitherto nameless and faceless congressmen had the exclusive franchise to the pork market, and that BS Aquino buddies and Liberal Party Bosses like Niel Tupas and Neptali Gonzales were like Adam and Eve before the Fall - free of the stain of original sin.

questions to ask palace: did COA submitted advance copy of its report? did the palace pre-selected the years covered by the report that will be used in Tan's presscon? who received and read the report?

questions to ask Pulido-Tan: it took her 3 years just to cover discrepancies from 2007-2009? why was she quiet until Napoles made the headlines? why did she hide (during the presscon) other Pnoy allies in her submitted list and mentioned only those not in good terms with Pnoy? is COA now under OP?
TRIBUNE: COA REPORT COVERS UP NEW, BIGGER PORK SCAMS SOLON SAYS AQUINO'S FAVORED PARTYLIST GOT P4.05B

The release of the Commission on Audit (CoA) special report on the Priority Development Assistance Fund (PDAF) was calculated to enrage the people on particular lawmakers who have received excessive funds during the previous administration, but it actually was meant to cover up irregularities in the PDAF's release under  the watch of President Aquino, a member of the independent House minority bloc said yesterday. Abakada Rep. Jonathan dela Cruz said the CoA REPORT WHICH was released by CoA Chairman Grace Pulido Tan herself last Friday was INTENDED TO DIVERT public attention from BIGGER PDAF IRREGULARITIES UNDER AQUINO'S TERM. However, during the deliberation for the 2011 budget sometime in 2010, AKBAYAN PARTYLIST, a staunch ally of Aquino, got its pork complete with gravy, the trimmings and the side dishes, as it WAS GRANTED a P4.05-BILLION FUND for this marginalized constituents in agrarian reform communities.
MLA STANDARD: JOJO ROBLES - CoA has decided, apparently on its own, TO LIMIT ITSELF to investigating PDAF allocations from the YEARS 2007 TO 2009. WHY CoA Chairman Grace Pulido-Tan thought people would be satisfied with SUCH A LIMITED AUDIT, only she can explain. But Pulido-Tan has apparently fallen into the same trap (or hewed to the same strategy, take your pick) where ONLY LAWMAKERS WHO SERVED IN THE PREVIOUS ADMINISTRATION - and who are now identified with the opposition - are guilty of misusing their PDAF allocations.

Why the timing of the special audit, and WHY IT WAS CONFINED ONLY TO THE CLOSING YEARS OF THE ARROYO ADMINISTRATION, doesn't seem to have been explained by Mrs. Tan, an Aquino appointee. If one were inclined to be more suspicious than this columnist is, one might think that THIS IS A HAM-HANDED ATTEMPT TO DISTRACT THE PUBLIC'S ATTENTION from a smear operation (the Napoles expose) that got out of hand (because of the unexpected breadth of its disclosures), and try to REFOCUS PUBLIC INDIGNATION on the administration's favorite hate object, the former President.

President Noynoy Aquino has served notice that, UNDER HIS WATCH, THE PORK BARREL STAYS. Naturally. He needs the pork TO CONTROL salivating senators and congressmen (majority of them anyway) and DO HIS BIDDING. Then the senators and the congressmen in his pocket, in turn, move TO PROTECT THEIR PALACE PATRON in SYMBIOTIC PROSTITUTION. Where does that leave the people, who have been FOOLED THE PAST THREE YEARS into thinking THEY ARE THE BOSS?

1.) I am beginning to think that Pnoy and his cohorts have been folling us all the while. Otherwise, why are records of his PDAF and that of his cohorts not released to the COA team? what is he hiding from the public???

2.) I now understand why the FOI bill will NEVER PROSPER . . . the PDAF fraud is the very reason.

3.) Why doesn't Pnoy initiate a COA audit on the PDAF expenditures in his term from 2010-2013???

I wouldn't doubt the COA data on these senators. However, how did President Aquino - a senator from 2007 until he  was elected President in 2010, which covers the year 2002 to 2009 which were the subject of the COA's investigation - use his pork barrel? For that matter, how did the senators now known to be Aquino loyalists and allies use theirs? Foremost among these are Aquino side-kick Mar Roxas, senator from 2004 to 2010, the Cayetano siblings Alan and Pia, Francis Escudero, Francisco Pangilinan, Antonio Trillanes, Loren Legarda, Rodolfo G. Biazon, and even Jamby Madrigal. Were these legislators saints?

Yet the past tells a different story, when it comes to presidential cronies, and in this instance, Torres. Recall that even in the early days, Noynoy chose not to sack Torres, and instead sacked his then Transport chief, Ping de Jesus, since he wanted her fired for insubordination. And even when there has been a great delay in the delivery of license plates and even has never been reprimanded by Noynoy.

But I hope Napoles enjoys living on the run, something some people said she should have experienced early on, when she was charged with making a killing by supplying the military with substandard Kevlar helmets. As for remaining uncaught, I think that's already a given; just ASK Ping Lacson.
MANILA TIMES: National debt rises to P5.45 trillion August 16, 2013

The debt of the national government (NG) rose to P5.4 trillion as of end-June 2013, which is 1.6 percent, or P87 billion higher from the previous month's level. Data from the Bureau of Treasury (BTr) showed that of the total debt, P1.95 trillion, or 35.8 percent, was from foreign creditors while P3.5 trillion, or 64.2 percent, was sourced from domestic creditors.
People are saying the Inquirer headline of 28 houses owned by Napoles is wrong, because she owns 2 more houses which they failed to count --- the Upper House and the Lower House. Mwahaha!
