TRIBUNE: Noynoy's flagship anti-poverty scheme, the so-called conditional cash transfer (CCT) program, is targeting an expansion of coverage through the P63 billion that is being requested for its funding next year, P5 billion of which just for administrative expenses. Periodic surveys on self-rated poverty and hunger incidents would be good gauges on the dole-out scheme. The number of Filipino families who responded to such surveys, however, indicate that they felt to be in worse state than the previous year. Even the basic form of indicator, which is the incident of hunger, the program can be considered a miserable failure since those saying that they go hungry at least once a day have increased substantially, based on what a pollster - one whom the Palace says spends a lot of money on for support.

Second, by PDI's overwhelmingly selective revelations, which made it look like opposition senators, possible presidential contenders, and a few hitherto nameless and faceless congressmen had the exclusive franchise to the pork market, and that BS Aquino buddies and Liberal Party Bosses like Niel Tupas and Neptali Gonzales were like Adam and Eve before the Fall - free of the stain of original sin.

For that matter, how did the senators now known to be Aquino loyalists and allies use theirs? Foremost among these are Aquino side-kick Mar Roxas, senator from 2004 to 2010, the Cayetano siblings Alan and Pia, Francis Escudero, Francisco Pangilinan, Antonio Trillanes, Loren Legarda, Rodolfo G. Biazon, and even Jamby Madrigal. Were these legislators saints?

The debt of the national government (NG) rose to P5.4 trillion as of end-June 2013, which is 1.6 percent, or P87 billion higher from the previous month's level. Data from the Bureau of Treasury (BTr) showed that of the total debt, P1.95 trillion, or 35.8 percent, was from foreign creditors while P3.5 trillion, or 64.2 percent, was sourced from domestic creditors.
