Heidi Mendoza. An emotional Mendoza defended her competence and integrity before the panel after two oppositions, Arturo Besana and Abraham Sarmiento, showed up to challenge her confirmation. Besana complained of Mendoza's arrogance, implying she had a hand in the case filed against him by former military budget officer George Rabusa.
