The DAP is not something the government can attribute to the Gloria Arroyo regime. It deals the final, mortal blow at pork, robbing it of any justification whatsoever. Abad probably believes that if he reveals the provenance and nomenclature of DAP, he will make it more acceptable to a populace crying out against the wanton awarding to Congress of scads of public money that it can basically spend on whatever it wants. But EVEN THE MOST GULLIBLE of the allies of this administration WILL HAVE A HARD TIME BELIEVING that giving more funds to Congress, no matter how the money is named and no matter how many months it was given after the impeachment and conviction of former Chief Justice Renato Corona, IS AN ECONOMIC ACCELERATOR, except for the senators and congressmen themselves.
