This appears to be the mandate of the Office of the Ombudsman, which is being shamelessly misused by the Aquino administration to persecute its political foes. And the unfounded and thoroughly irresponsible case filed against former President Gloria Macapagal Arroyo and the officials she appointed to the Philippine Charity Sweepstakes Office might as well be Exhibit A of this government's vengeful ways.
