The much publicized energy summit called by the President Aquino last Friday in Davao City, ended in no new measures to address the rotating blackouts immediately. The President in effect brushed aside unanimous recommendations from all sectors attending the summit. Despite opposition from the conferees, the only solution offered by the President is the use of power barges now privately owned which could charge high rates at P8 to P11 per kilowatt hour from the present O3.
