Neri Colmenares want the executive department to explain the lump sum items  in the national budget which they believe are the President's version of lawmakers' pork barrel funds. Briones, who has been studying national budget through the years, estimates the lump sums under the President's discretion to amount to around P1 trillion. Briones said the power of the President to realign funds in the budget makes the whole national budget his "pork". By her reckoning, only half of the national budget is detailed.

The Sandiganbayan HAS SUSPENDED the implementation of the arrest warrant against former Cebu Rep. Clavel Asas-Martinez, former Bogo Mayor Celestino Matinez III, Ma. Ceilo Martinez and for others who are facing malversation and graft charges for the misuse of her pork barrel. Interestingly, the anti-graft court ordered on July 31 the arrest of Lanao del Norte Rep. Abdullah Dimaporo in connection with another malversation case. Dimaporo is NOT A POLITICAL ALLY of Aquino.

President Aquino's administration, which has bannered TRANSPARENCY AS AN OBSESSIVE CREED, is not on the carpet for this ASTRONOMICAL LEAKAGE OF PUBLIC FUNDS. Mr. Aquino has given the DOJ the green light to get to the bottom of the scandal, which, in terms of the STAGGERING SUM involved, OVERSHADOWS the fertilizer fund scandal during Gloria M-Arroyo's administration. In that scandal, the then Agriculture Usec Jocelyn Bolante was accused of diverting P728 million in fertilizer funds to the 2004 reelection campaign of Arroyo.

Former Solicitor General Estelito Mendoza has cautioned Malacañang against proceeding with its "policy of provocation" with China in connection with the ongoing crisis over portions of the South China Sea.
