Thus we have administration officials vehemently denying that they have been distributing Philhealth cards and the presumably independent chairman of the Comelec bending over backwards to assure us that doing so would be legal, anyway. that has to be the biggest joke of the campaign-bigger even that the free gadget giveaway that the Comelec chairman has been so vocal about in recent days. Sadly, in both cases, the joke's on us.
