4. THE JUSTICE DEPARTMENT,  despite the Augean stables that is the country's justice system and that it has to clean up, has devoted its energies to jail the former president, never mind how flimsy its allegations are.

5. THE COMMISSION ON ELECTIONS, which for the first time in its 72-year-old history, has been used to persecute the current President's predecessor, on the sole basis of the testimony of a suspect in the Ampatuan massacre.
