SEN JUAN PONCE ENRILE: He said the council and the central bank had no authority to look into bank accounts without a court order. "I'm not defending anybody here, but if it is true that they access somebody's account without complying with the requirements of the law that we passed in the Senate, why should we tolerate that?" Enrile said. "The people are involved... This is a serious matter. Only totalitarian countries can look into the private affairs of their people. We are not. We are a democratic society."
