MLA STANDARD: Binay's party to Rome held briefly at NAIA

Binay contacted David who, in turn, said only Justice Sec Leila de Lima has the authority to clear any passenger with an existing HDO. De Lima eventually instructed the immigration officers to allow Mrs. Binay to board the flight.
