MALAYA: THE PCSO CHARGED p7.899 BILLION of its operating expenses in 2011 AGAINST THE FUND FOR PRIZES AND HEALTH AND MEDICAL PROGRAMS, in violation of its charter, according to the COA. Based on the audit report, PCSO DISBURSED P5,394,475,917 from the CHARITY FUND and P2,505,786,078 from the PRIZE FUND TO pay for expenditures that were NOT ALLOWED under Section 6 of RA 1169 or the PCSO Charter.
