Sec Dinky Soliman seems to have too much load on her hands to worry about typhoon victims. Her preoccupation seems to be fending off leftist who want to intrude into how the agency spends P40 billion of its funds. She apparently follows what her patron, Noynoy, does, which is never to take the blame for whatever goes wrong in her department, and lay the blame elsewhere.
