At first, it is difficult to reconcile this knee-jerk defense of questionable transactions to a President who has made the campaign against corruption the centerpiece of his administration. Certainly, the Pres himself did not hold back judgement when he exposed a P1-billion coffee contract at the PAGCOR., or the millions in bonuses and allowances collected by officials and employees of tje MWSS three years ago shortly after he assumed office.
