It is well-known that if Noynoy wants a bill passed, all he has to do is dangle the pork barrel release to his congressmen to get the vote. For him not to move for the decriminalization of of libel, both in the Cyber libel and the regular criminal libel already means that he does not want to have the libel law decriminalised. Apparently, while he fears his acts and contracts and other public, he does not seem to mind having the tool to harass his critics and foes in media, and elsewhere. Truly, Noynoy is a man of promises - broken promises, that is.
