CITIZEN poll watchdogs on Monday accused the Commission on Elections of SETTING THE STAGE for a possible FAILURE OF ELECTIONS due to its repeated failure to comply with the automation law and its insistence to use the "defective" Smartmatic machines. The Comelec was graded zero for its dismal preparations that was "WORSE THAN THE PREPARATIONS DONE IN 2010," the poll watchdogs Automated Election System-Watch (AES-Watch) and the Center for People Empowerment in Governance (CenPEG) said.
