PEOPLE'S JOURNAL: THE third force or the independent minority bloc of the House of Representatives yesterday urged lawmakers and the public to focus on the hundreds of billions of special purpose funds under the 2014 Php2.268-trillion General Appropriations Bill (GAB), which includes the Php27-billion retirement funds, that have been left unchecked over the years. In a press conference, Leyte Rep. Ferdinand Martin Romualdez, the head of the independent bloc, explained that special purpose funds or lump sum appropriations have been unaudited and there might be serious questions about its proper disbursements.
