Last week, various media reported that the Sandiganbayan anti-graft court's Third Division issued warrants of arrest last July 29 against 13 former officials of the state-owned Development Bank of the Philippines. But nearly all of the reports failed to mention one small thing: the most of the defendants had already posted bail on the charges of graft as early as last year, with one respondent, columnist and political scientist Alexander Magno, doing the same only two weeks ago.
