ANC: Without confirmation by the Commission on Appointments, Comelec Comm Grace Padaca cannot invoke immunity in her graft and malversation cases before the Sandiganbayan. Ombudsman prosecutors say, the anti-graft court should junk Padaca's motion to dismiss the charges against her. "Without having been confirmed by the CA, accused cannot claim all the privileges and immunities of a regularly appointed Commissioner. Pending her confirmation, she has no fixed term of office," the prosecution stressed.
