Ombudsman Conchita Carpio-Morales has a lot of explaining to do, after she was caught having forced through a PCSO plunder case filed against former pres Gloria Arroyo and her co-accused, despite the absence of proof and probable cause. The first panel of investigators of the Office of the Ombudsman had dismissed for lack of proof the complaint for plunder against the former president and her co-accused with respect to the alleged misuse of the 366 million of confidential and intel fund of the PCSO.
