Is it power crisis or management crisis? Like the railroading of the 8 (later collapsed into 3) Articles of Impeachment, the emergency powers sought for the Pres may be readily approved, sight unseen. Granting emergency powers to the Pres is a cinch. (Federico Pascual - Phil Star)
