The Palace said that since the Legislative and the Executive are co-equal branches of government, the BIR as part of the Executive CANNOT ENCROACH ON THE INDEPENDENCE of members of Congress in compelling them to submit their SALns. The statement, however, was A COMPLETE TURNAROUND from the Palace stand on the Judiciary, the third co-equal branch of government, during the Corona impeachment trial.
