TRIBUNE: Manila Aux. Bishop Broderick Pabillo, CBCP-National Secretariat for Social Action Justice and Peace chairman, challenged Pres. Aquino to remove all stumbling blocks in the implementation of the Comprehensive Agrarian Reform Program (CARP) law even through a CHANGE in leadership in the Department of Agrarian Reform (DAR). This after Pabillo had expressed fear that Aquino may not fulfill his promise of the land distribution. Because poor leadership displayed by DAR Sec Virgilio delos Reyes, the church leader revealed, there is a mountain of backlogs in the CARP law implementation.
