It's not for the Comelec to judge the performance of a Party List Representative. The prerogative rest on the House Ethics Committee and to some extent on the Majority Floor Leader and or the Minority Floor Leader as the case may be. Brillantes has arrogated unto himself the right of the House on its members. This is a geriatric decision. Ed Malay.
