MLA STANDARD: Siquijor Rep. Orlando Fua said any appointment to a top level government position, especially in constitutional bodies such as the Comelec, must SECURE clearances from the Ombudsman and other gov't agencies to ensure that the Palace appointee was not mired in any criminal case and unfit for the position. Fua said the plunder charges against Mrs. Arroyo over allegations of graft in the use of P366 million in intelligence funds of the PCSO, a non-bailable offense, proved the "scorched each policy" of the Aquino administration in going after its political enemies.
