INQUIRER: Former President Gloria Macapagal-Arroyo on Monday refused to enter a plea on charges of plunder before the Sandiganbayan First Division. Due to her refusal, following the Rules of Court, the Sandiganbayan First Division entered a not guilty plea on her behalf.
