The congressional oversight committee will scrutinize how Social Welfare Sec. Dinky Soliman is spending the Aquino administration's P39.5B CCT program fund for 3 million of the poorest households. Cavite Rep. Emilio Abaya, chairman of the House Comm on Appropriations, who heads the House contingent of the oversight panel, said it is their constitutional mandate to ensure that public funds are spent in accordance with the law and the needs of the people.
