Toby Tiangco says, Presidential Spokesperson Edwin Lacierda is legally liable for failing to immediately turn over Janet Lim Napoles to the nearest police station after he got her the other night. "Talagang nakakagulat yong kay Sec. Lacierda. Basic 'yan pag may sumorrender na wanted na may warrant of arrest, una mong dapat gawin hanapin pinakamalapit na estasyon ng pulis at entrega mo. He's not above the law," Tiangco said.
