EVEN BEFORE the National Bureau of Investigation (NBI) could conclude its investigation in the alleged misuse of the lawmakers' PDAF, Justice Sec Leila de Lima yesterday CLEARED three administration senators and Department of Agriculture Sec Proceso Alcala of involvement in the alleged P10-billion pork barrel scam.
