If he bribes the congressmen to impeach a constitutional officer he does not like for the sole reason that he has been identified with the previous administration, IT IS HE who has weakened the high court's independence. Besides, even as Noynoy is being projected as incorruptible, he has already SHOWN his corrupt ways by BRIBING congressmen to do his bidding, through the release of the pork barrel.
