EDITORIAL: Halfway through Mr. Aquino's six-year term, we can only hope that the President runs out of loyal friends to put in high places and that he appoint some competent bureaucrats who know what they are doing - for a change. Notwithstanding the President's appeal, OUR PATIENCE IS RUNNING THIN.
