TRIBUNE EDITORIAL: A meeting by the Cabinet's economic cluster last week had Noynoy issuing an order for the crafting of "medium-term development plan that will give priority to INCLUSIVE GROWTH." It appears that ONLY NOW does Noynoy realize that through the THREE LONG YEARS he has been chanting inclusive growth, there has been NO ACTUAL PLAN to achieve it.
