Former President and incumbent Pampanga Rep. Gloria Macapagal-Arroyo was proclaimed winner in the province's 2nd district congressional race on Thursday night. Arroyo won by a landslide with 168,718 votes over the Liberal Party's Vivian Dabu, who received 18,547 votes. Arroyo, who is under hospital arrest, was represented by her legal counsel. Atty.
