The law was so unpopular that Purisima, with his "Hyatt 10" co-traitors, former Pres Cory Aquino, the Drilon-faction of the LP, Escudero who filed a case in the SC to junk it, and Joseph Estrada's forces thought that the Arroyo govt was on the brink of falling, and all that's needed is for them to give her a shove.
