BUSINESSWORLD: Ben Diokno - In order to catch up with its Asean-5-peers, the Phl has to spend an amount equivalent to 5 percent of GDP, or around P500B annually. The executive dept allocates only about 2 percent of GDP. And what little has been allocated spent fully - for three years in a row now.
