TRIBUNE: TOO EARLY TO JUNKET 
New poll commissioner, who is as yet unconfirmed by the bicameral congressional body and who has been at the job for less than a month, is already off on a junket. The electoral system in the US is foreign to this country, and can hardly be used here, as there is in the US, the popular vote and the electoral college vote based on the number of electoral votes per state. Also, a vote for the presidential candidate is a vote for his vice presidential candidate, and vice versa. Thus, it is more than possible for a US presidential candidate to win the popular vote, but lose via the electoral college, since the electoral college system calls for a state on a winner take all basis.
